Which is why Kaworu is a girl as well. So the Lilith is essentially Rei with wings. They did a 'normal' one a while back, and this new one is super-deformed thus the added cuteness. My ideal version would involve taking the first half of EoE and sticking it to an edited version of the final two episodes of the TV series.
